Facilities Planning
Lefavour P.C. provides planning assistance to our clients who need to investigate the feasibility or alternatives for developing a new water supply system or for making improvements to existing facilities. Our comprehensive planning ability enables us to complete the necessary tasks of problem identification, projection of future demands, analysis of alternatives to meet those needs, preparation of implementation plans, capital and operating cost estimating, and obtaining funding for the project. We are fully qualified to provide computerized distribution system analysis using either Hardy Cross or Kentucky Pipes methods, water treatability studies, and other preliminary engineering investigations.
Water Transmission and Distribution System Design
Whether your project demands a 2” transmission line, a 36” or larger distribution main, or any pipeline application in between, Lefavour P.C. can prepare clear and concise design plans and specifications to accomplish your project. We complete our designs in a timely manner using state-of-the-art digital technologies from survey through the production of the design documents. We work closely with pipe and equipment suppliers to ensure that our specifications represent the latest in available equipment, materials and technologies.
We know that we are designing systems that our client’s expect to last for decades. Therefore, we use pipe materials that will meet those expectations. We choose valves, hydrants and field station designs that are serviceable, reliable and designed for the long run.
Water Pumping System Design
Lefavour P.C. understands that pump selection and hydraulic analysis are the heart of good pumping station design. We use a variety of pump types in our systems to be certain that the pump you use is the best match available for the application. These include: vertical turbine, centrifugal, progressing cavity, and others. Our pump stations include an appropriate level of instrumentation and controls for the application. We use a variety of telemetry systems depending on our clients’ preferences.
Water Filtration and Treatment Facilities Engineering
We can assist you with design of conventional or alternative water treatment facilities. We have success with rapid sand, slow sand, pressure, travelling bridge and other filtration technologies. Our staff is up to date on the latest state and federal requirements for drinking water treatment. In addition to filtration, we can assist with chlorine, ultra-violet, fluoride, bromine, corrosion control, taste and odor, sequestering and variety of other treatment methods to meet your needs. We work closely with local laboratories to obtain pertinent water quality data to design a system, which will work for you.

We can assist in the development either bedrock or sand and gravel wells by providing full service engineering from your first efforts in exploration through testing, design, permitting and construction. Lefavour P.C. brings over 20 years of solid construction experience with both small contractors and projects, and projects up to $200M in size. Our mature and confident approach brings fast resolution to construction problems. Our quiet strength is to solve problems objectively and quickly without creating discord or delay.
Operator Training and Operations Assistance
We prepare Operation & Maintenance Manuals for our clients that are thorough and understandable. Toward the end of project construction, we assist with start-up troubleshooting, and operator training. Our staff develops cooperative relationships with plant operators and continues to provide operational advice for years after your facility is up and running. We are there to provide training in response to new regulatory requirements or staff, managerial, administrative and other changes.
WATER SUPPLY ENGINEERING PROJECT EXPERIENCE
The Maples Condominiums - Preparing complete testing and design documents, analysis and engineering for this 10,00 gpd water system serving 18 condominiums in Warren, Vermont.
RMC Mobile Home Park – Complete source testing, approval and construction services for a new water supply for a 23 unit mobile home park. Also performed CT analysis and design of disinfection system improvements. LPC has served as the system operator since 2001.
Town of Lisbon, New Hampshire – Completed a pipe network distribution analysis for the Town. We identified and prioritized system expansion and improvement alternatives. Prepared a GIS map of the distribution system.
Village of Walden, New York – Conducted a town-wide search for unconfined aquifers consisting of test drilling and preliminary water quality analysis. Selected a site for development of a 1,100 gallon per minute gravel packed well. Prepared plans, specifications and bid documents for a 12” transmission main, well construction, controls, and site access road for the development of this 1.5 MGD groundwater supply. Provided permitting assistance with the State and County Health Departments and for review under the State Environmental Quality Review Act (SEQRA).
Town of Newburgh, New York – Conducted a pilot plant study for to optimize and evaluate alternative coagulants and flocculants for improved water treatment at this conventional rapid sand filtration plant. The Town implemented the recommendations and realized a significant savings in chemical costs and improved water quality.
Several Northern New England Communities – Provided various operation and maintenance assistance for community water and sewer systems including pump replacement and repair, preparation of O&M Manuals, installation of new or replacement of chemical feed systems (corrosion, iron, manganese and disinfection), storage tank inspections, compliance inspections, and training regarding regulatory changes and laboratory practices. Assisted clients in preparing annual budgets and capital improvement plans.
Town of Milton, Vermont – Survey, design and construction engineering for a 0.25 MGD water treatment plant. Designed raw water pumping station, 1,200 foot lake intake 8,000 feet raw water transmission main, 500,000 gallon standpipe, wash water settling basins and effluent pipeline. Coordinated subconsultants in the areas of architecture, electrical and mechanical engineering. Provided office construction administration services and start-up and operator training assistance for these facilities.
Washington, VT Fire District - Planning and design for a 6,000 gallon per day municipal water system, including a free flowing, artesian, bedrock well, 100,000 gallon storage tank, transmission main, well pumping system and controls, and distribution and service improvements. Planning assistance included test drilling, well testing for yield and water quality, and assistance in the formation of a new municipal entity to own and operate the system. Provide grant assistance to obtain funding from the USDA and the state of Vermont. Prepared O&M Manual and assisted with troubleshooting and start-up.
Village of East Thetford, VT – Provided design and construction services for development of this approximately 5,000 gallon per day water supply replacement project. The existing water source was a spring that was contaminated by a road salt pile. A new drilled well, precast storage tank, control building, and 7,000 foot 2” transmission main were installed by the Vermont Agency of Transportation.
Town of Coventry – Prepared design plans, specifications and bid documents for a 50,000 gallon cast-in-place concrete reservoir, new 300 gpm gravel packed well and new transmission and distribution mains for this rural community. Provided construction administration services for the project.
Morristown, VT Fire District – Resident engineer for construction of 8” transmission and distribution mains and a meter vault. This system consisted of a connection to an adjoining municipal supply.
Town of Williamstown, Vermont - Planning for implementation of two 200 gpm bedrock wells as a supplemental community water source. Planning assistance included test drilling and well testing for yield and water quality, and preparation of a Preliminary Engineering Report. Well testing required monitoring of approximately 50 nearby wells and a special study to evaluate the potential of a direct hydraulic connection to nearby residential septic systems. Provide grant assistance to obtain funding from the USDA and the state of Vermont. Prepared O&M Manual and assisted with troubleshooting and start-up.
Champlain Water District, Burlington, Vermont - Created the base model and conducted the pipe network distribution analysis for a six town water district using Kentucky pipes software. |
